Windrow Clearing Program

The City of Fernie offers assistance to residents who are 65 years and older, or persons with a disability who are unable to clear snow windrows from their driveway themselves. Residents can apply to the City for assistance under the Snow Removal Windrow Clearing Policy.

This service is provided by secondary snow plow equipment that comes by later in the day or into the next day after a snowfall to service approved residential properties.

Approved applicants can expect on a typical snowfall requiring a full plow response (deploying heavy equipment) that their driveway snow windrow will be cleared within 48 hours and is dependent on:

  1. Availability of equipment and staffing
  2. Size of snowfall
  3. Available service budget

Any residents requiring a greater or quicker level of service than provided by this program can reach out to a friend, neighbour, or snow removal contractor for assistance.

Eligibility

  • This service is provided to eligible applicants whose residential driveways front on a City of Fernie road that is serviced by the City or by authorized contracted services under the Snow and Ice Control Policy.
  • The applicant must be a resident of the City of Fernie who is either 65 years of age or older or a person with a disability who is unable to move the driveway snow windrow.
  • The applicant must reside in the property as their principal residence for the duration of the winter season for which the application is made.
  • An applicant who is a person with a disability will be required to provide physician endorsement of their eligibility for the Windrow Clearing Service as part of their complete application submission.
  • An applicant who is a person with a temporary disability is eligible to receive this windrow clearing service for the duration of time endorsed by their physician as indicated in their completed application submission.
  • An applicant is not eligible if another person resides at the property in either the main residence or a secondary dwelling unit who is either under the age of 65 and or is not a person with a disability. If there is a person with a disability residing at an applicant’s property, the person with a disability will be required to provide physician endorsement as part of the applicant’s complete application submission.
  • An applicant with a live-in primary caregiver who requires constant care is eligible to receive this service. The application can be made on behalf of the applicant and will be required to provide physician endorsement of their eligibility for the Windrow Clearing Service as part of their complete application submission.

Completed applications must be received at City Hall by December 15 each winter season to be considered for approval. To allow residents time to adjust to the submission deadline, applications for the 2021-2022 winter season will be accepted until January 15, 2022.

Applicants must make a new application each winter season as approved applications for this service do not extend to the following winter season.
