The City of Fernie is asking interested and qualified contractors to provide a prequalification submission for construction works including, but not limited to earthworks, riprap erosion protection, earth dike raising and other outdoor infrastructure, stormwater works, retaining walls, grading, paving, park amenities such as benches and signage, pathway grading and paving, landscaping improvements and rehabilitation, pedestrian bridge construction, access road construction, environmental monitoring, construction survey layout, quality control and materials testing and other miscellaneous associated works.
The project’s budget is anticipated to be approximately $7,000,000, comprised from various grants and contributions by the City. The City plans to prequalify a maximum of three (3) Applicants.
Submissions, rather than tenders, have been requested to afford Applicants a more flexible opportunity to employ their expertise and innovation, and thereby satisfy the City’s needs in a more cost-effective manner.
Drawings are provided in Appendix A of this RFPQ. These drawings are provided as an indication of the scope of work but they do not encompass the entire scope of work of the subsequent tender. It should be expected that additions, deletions, and revisions will be made to the drawings and the scope of work prior to tendering the project to the prequalified Applicants.
It is anticipated that these works will commence in Spring 2022, subject to approvals from regulatory agencies. The City will gain the required regulatory approvals unless specified in the Tender Document. The target completion date for these works is December 2022.
Request for Prequalification documents will only be available on www.BCBid.gov.bc.ca and www.fernie.ca.
The proponent shall submit the Prequalification documents electronically in a single PDF file to McElhanney by email at: krowe@mcelhanney.com on or before the Closing Date and Time. Proponents must request a responding email from McElhanney (not a read or delivery receipt) confirming that the Prequalification documents have been received, and until such email is sent by McElhanney to a Proponent, the Prequalification documents shall be deemed NOT to have been received by McElhanney.
Submissions must be received by 2:00pm, local time, Monday March 28, 2022.
Note that the maximum file size McElhanney can receive is 20MB. If sending large email attachments, Proponents should phone to confirm receipt. A Proponent bears all risk that McElhanney’s equipment functions properly so that the McElhanney receives the Proposal on time.
Questions and inquiries must be submitted by 2:00pm local time Monday March 21, 2022.
No oral interpretations shall be made to any Applicants as to the meaning of any of the prequalification documents or to modify any of the provisions of the prequalification documents.
