Banking Services RFP

The City of Fernie is requesting responses to this Request for Proposal (RFP) for Banking Services. We wish to make it clear that this RFP is not motivated by concerns over the service we receive from our current banking service provider.

The banking services required by the City include the following:

• Electronic daily access to bank account balances and transactions through City in-house PC’s via internet;
• Capability to electronically transfer funds between City bank accounts through City in-house PC’s via internet;
• Monthly hard copy statements;
• Payment and clearing of City cheques;
• Direct deposit of payroll;
• Processing of cash/cheque deposits;
• Acceptance of Merchant Visa, Mastercard and Debit Card payments;
• Preauthorized Personally Approved Payment Service (PAP) – for property tax and utility prepayments;
• Acceptance of Payment of Accounts (APA) - for property taxes and utilities (detailed daily settlement reports required indicating roll/account numbers, date of payment and amounts);
• Acceptance of payments via telephone and internet banking – for property taxes and utilities;
• Acceptance of Electronic Fund Transfers (EFT) from the provincial government, banks and various other customers;
• Processing of dishonored cheques;
• Revolving line of credit (currently $2.5 million);
• Stop payment orders;
• Certified cheques;
• Money orders;
• Corporate credit cards (currently three cards each with a $5,000 limit); and
• Letters of credit, including facilitating the processing of draws made by the City where the City is the beneficiary.
