The City of Fernie invites applications from qualified, experienced, persons for the full-time, exempt, permanent position of Manager of Engineering. POSITION SUMMARY Reporting to the Director of Engineering & Public Works, the Manager of Engineering is a member of the City’s management team and from an Engineering perspective leads the planning, design, and construction of City infrastructure. The role has three major technical components including completing development engineering, capital project delivery, and technical support for delivering of core operating programs. To deliver the development engineering portfolio, the Manager of Engineering works closely with the City’s Planning Department to support thorough, consistent, and equitable application of the Subdivision and Development Servicing Bylaw facilitate the addition of new residential, commercial and institutional development to the City. In Capital Project Delivery the Manager of Engineering will oversee multimillion-dollar public works projects, including water infrastructure upgrades, roadway reconstruction, stormwater management, diking upgrades, and municipal facilities development. Expertise in asset management, budgeting, procurement and contract negotiation, construction supervision and permitting and regulatory compliance will ensure the successful delivery of these important projects on time and on budget. In technical support for operating programs, the Manager will guide the engineering team to work alongside the public works team to address operating concerns as they arise in water, sewer, transportation, and stormwater service provision. The Manager is required to liaise with all levels of government and external agencies and maintain a working relationship with City Council, Administration, all departments within the corporate structure as well as with contractors implementing designed works.
AUTHORITIES
The Manager of Engineering will take any reasonable action necessary to carry out the responsibilities assigned to them, provided such action demonstrates sound judgment, and does not deviate from prescribed municipal policies or bylaws, or approved municipal practices and procedures.
The Manager of Engineering may delegate portions of their job responsibilities to members of the Department but may not delegate or relinquish responsibility and accountability for the performance of their function.
DUTIES AND RESPONSIBILITES
The Manager of Engineering will:
• Authorize and organize the establishment of departmental goals and associated staff positions.
• Oversee and manage the department’s human resources functions including recruitment, selection, training, performance management, conflict resolution, discipline, and termination of employees within City guidelines
• Develop, update, and maintain departmental procedures.
• Make presentations to Council and other committees regarding studies, projects, policies, programs, and budgets.
• Review and provide technical guidance and comment on reports submitted to Council by colleagues
• Participate in developing or amending policies, programs, and procedures
• Administer the city's funds according to the approved budget, and monitor its financial expenditures
• Represent the City at local, regional and national meetings and conferences
• Support colleagues and direct staff in responding to matters of concern from constituents and the general public
• Develop, implement, and monitor long-term plans, goals, and objectives focused on achieving the city's mission and council priorities
• Develop recommendations to enact, amend, or repeal policies, bylaws and regulations
• Attend council meetings where required and provide information for Council to consider in their decision making
• Review subdivision, land use and development applications for technical and servicing requirements. Acts and is appointed as an Approving Officer and provides coverage for the role
• Directs input to the preparation of, and revisions to, the Official Community Plan, Zoning Bylaws, servicing agreements and other planning documents or bylaws
• Oversee capital project delivery, including water infrastructure upgrades, roadway reconstruction, stormwater management, diking upgrades, and municipal facilities development, ensuring projects are delivered on time, on budget, and meeting all relevant safety and regulatory requirements
• Support the development of asset management practices and the establishment of enhanced preventative maintenance programs for the City
• Oversee engineering studies or contracts for the City, supervising consultant’s work; inspects projects and invoicing. Prepares ongoing status reports on key projects
• Ensures the safety and security of staff, equipment, facilities, and the public. Ensures appropriate actions are taken in accordance with City processes, procedures, and policies.
• Complete Emergency Management training and other training and duties as required.
• Cultivate a work environment committed to the health, safety, and wellness of all employees.

Required Qualifications
• PEng, or eqivalent and/or MBA or an advanced degree in public administration, or a related field
• Five years of progressive experience in a management role, preferably in public administration
• Appropriate certifications or licenses
• Knowledge of advanced principles and practices of public administration and local government administration
• Ability to develop and administer city-wide goals, objectives, policies, procedures, work standards, and internal controls
• Demonstrated knowledge of applicable legislation and government policies
• Ability to identify and respond to sensitive community, organizational, and city council issues, concerns, and needs
• Experience with budget preparation and management
• Intuitive grasp of organizational structure to manage cross-departmental and cross-disciplinary resource allocation
• Sound analytical thinking, planning, prioritization, and execution skills
• Strong formal and informal leadership skills
Work Conditions
• Operation of desktop computer and peripherals

The City of Fernie offers competitive benefits and a competitive salary depending on the applicant’s experience and abilities. The Manager of Engineering is a full-time (35 hours/week), permanent, Exempt position. Salary bands for this exempt role are considered at a Manager 2 level, ranging from $100,000-$115,000 per year depending on education, certifications and experience, supplemented with competitive benefits and pension, and will receive the higher benefits between the CUPE Local 2093 and IAFF Local 2827.
