2026 Utility Improvement Projects

Two deep utility upgrade projects will be carried out this summer and fall, replacing a water main and a sanitary main that have been prioritized for rehabilitation in the 2025 Integrated Infrastructure Capital Plan.
Coal Creek Sanitary Main Replacement
An existing sanitary main crossing Coal Creek underneath the CPKC Railway Bridge will be replaced with a new main attached to the Pine Avenue Bridge. The existing main is in poor condition within the creek as the creek has eroded beneath the pipe.
The replacement sanitary main will tie into the existing network on Pine Ave, then be attached to the downstream side of the bridge in an insulated sleeve, and connect back into the sewer network near the intersection of Cokato Road and Montane Parkway. Just over 190 m of new gravity sewer main will be installed. The manholes upstream and down of the existing creek crossing will be abandoned, and the main left in place in the creek, though out of service.

Construction Information
Construction begins June 17, 2026, and will be completed this summer before work starts on the City's second 2026 utility project the16th Street Watermain Replacement.
During construction, there will be single-lane alternating traffic on Pine Avenue, the bridge, and Cokato Road.
- Traffic control personnel and signage will be in place
- Pedestrian and cyclist access will remain open
- Local access will be maintained whenever possible
- Emergency vehicles will always be accommodated
Crews will be on site Monday to Saturday, 7:00 a.m. to 7:00 p.m., excluding long weekends and statutory holidays.
Please expect delays and allow extra travel time.
Once the work is finished, any disturbed areas of the road will be repaved.
16th Street Watermain Replacement
Two watermains will be replaced in the Annex neighbourhood. The first is a 1925-era, 400 mm diameter cast iron watermain running along 16th Street from 12th Avenue to 9th Avenue. This main is a high priority to replace due to its age and importance to the main town water distribution network. The second is a 19 mm diameter galvanized watermain between 9th and 10th Avenue, which will be replaced due to condition from 16th Street to 15th Street. By replacing these two sections of watermain, the City will strengthen the watermain network in the Annex and improve fire flows.

Construction Information
After the Coal Creek project is complete, work will begin on the 16th Street Watermain Replacement. The full project is expected to be complete by October 2, 2026.
During this phase, there will be temporary disruptions to driveway access on 16th Street and the alley between 9th and 10th Avenues.
Contractors will work to restore access as quickly as possible, and all roadway areas will be restored when the utility work is completed.
Crews will continue working Monday to Saturday, 7:00 a.m. to 7:00 p.m., excluding long weekends and statutory holidays.
