Description:

The Corporation of the City of Fernie (the City) is seeking proposals from qualified firms for the provision of professional engineering consulting services.  The City wishes to enter into a Contract for services with a qualified firm for the design and administration of a project to mitigate the identified flood hazard at the City’s Maiden Lake Dike, in Fernie BC.

The City believes that selection of a qualified consultant is critical to the success or failure of a project and interested firms are advised the intent of this Request for Proposal is to select the successful proponent based on criteria deemed most advantageous to the City. This document outlines the general scope of work and the basic requirements for the proposal document.  


 The successful proponent will aid the City in managing a successful project that protects the City of Fernie from the Elk River overtopping the Maiden Lake Dike. The scope of the proposed work is to complete a successful project which mitigates the identified flood hazard on the identified section of dike, Dike GPS Section 61 including: - Site Analysis  - Interpretation of existing Flood Studies to complete design of the dike section - Detailed engineering design of dike improvements including any modifications required to the surrounding site. This includes design submissions at 75%, 90% and 100% detailed design along with Class B cost estimates to accompany each design submission.  - Prepare tender to procure construction contractor, and administer tender - Construction Management, including engineering inspections and MMCD Contract Administration. Assume that inspection is required for 40 hours/week for a total of 12 weeks.  - Post construction services including the completion of sealed record drawings. The detailed design must be supervised and issued for construction by a qualified professional registered to practice in British Columbia. The design shall be in accordance with the Engineers and Geoscientists of British Columbia’s Professional Practice Guidelines for Legislated Flood Assessments in a Changing Climate in BC.

In addition to project administration and planning, scheduling and implementation, the successful proponent undertaking the work will manage and monitor the project and maintain ongoing communications with the client and the contractor.  Any concerns or deviations in the work will be identified and reported to the client as early as possible. The proponent shall develop a detailed project methodology and identify tasks or issues necessary for the successful completion of all
components of the assignment. 

 

DEADLINE: Proposals marked “Engineering Services for Maiden Lake Dike Improvements” will be received at the City of Fernie, City Hall, PO Box 190, 501-3rd Avenue, Fernie, BC up to 2:00PM local time, January 11, 2019 for the provision of engineering and consulting services including administration, planning and implementation of the Maiden Lake Dike Improvements Program.
